This is a hybrid event but registration is required for in-person attendance. Attendees have the choice to attend in-person at Drake University in Des Moines, Iowa, or virtually.
The in-person event will take place at Parents Hall in the Olmsted Center at Drake. Lunch will be provided. If you are unable to attend, please email harkininstitute@drake.edu, or cancel through Eventbrite to help us minimize food waste.

Event Summary:
The 2026 Harkin Retirement Security Symposium will focus on a broader financial wellness theme supported by panels along the continuum of retirement security policy issues.
The speakers will discuss policies supporting retirement savings access and accumulation, navigating Social Security and Medicare, and the intergenerational impacts of these programs, access to retirement planning, retirement income decisions, and long-term care policies and supports.

Mike Ambery
Retirement and Savings Director at Standard Life
Having joined Standard Life plc at the end of February 2024, Mike is Retirement and Savings Director across the Group. He is responsible for Thinking Forward which provides insights, debate and the broader platform for thought and direction across Standard Life. As a Consumer Spokesperson connecting topical and future savings and pension issues for both the consumer and press is a top priority with learnings from a global perspective being applied.
Mike previously worked with Hymans Robertson as a Partner and Head of firm-wide proposition for 17 years, most recently overseeing the DC Master Trust consolidation for a number of high-profile corporate clients. He also advised on both M&A as well as creating one of the leading UK independent benchmarking tools on the provider market.
Tyler Bond
Senior Fellow at the National Academy of Social Insurance
Tyler Bond is a Senior Fellow at the National Academy of Social Insurance, where his work focuses on Social Security. He joined the Academy after seven years as the Research Director at the National Institute on Retirement Security (NIRS), where he oversaw a multi-project national research portfolio. Bond directed research projects from concept to completion, often serving as the lead author for NIRS research products. Additionally, Bond was a national spokesman for NIRS research, frequently presenting at conferences and meetings in DC and across the nation as well as providing expert testimony to state legislatures. He has been quoted in numerous publications about his research, including the New York Times, the Wall Street Journal, the Financial Times, Barron’s, Marketplace, and CNBC.
Bond spent four years as the Program Manager at the National Public Pension Coalition (NPPC) before joining NIRS. He held positions on Capitol Hill and at the Center on Budget and Policy Priorities earlier in his career.
Bond earned his MA in Public Policy from George Washington University, and a BA in Political Science and Philosophy from Indiana University. He serves on the Academy’s Membership Committee and co-chairs the retirement security and older workers working group. He also serves on the advisory board for the American Savings Education Council (ASEC).
Amy Chinn
Vice President of Long-Term Care Claims and Risk Management at OneAmerica Financial
Amy Chinn, CLTC, is Vice President of Long-Term Care Claims and Risk Management at OneAmerica Financial, bringing over 25 years of experience in financial services and a passion for serving others through claims. Known for combining strategic insight with genuine empathy, Amy leads with both head and heart, transforming claims organizations into powerful opportunities to support people, drive innovation, and manage risk with intention.
Her work spans disability, life, dental, and long-term care insurance, where she has spearheaded initiatives focused on early intervention, operational excellence, and customer-centered service. As a Certified Executive Coach through the Hudson Institute, Amy inspires high-performing and purpose-driven teams. She holds multiple financial services designations and serves on the board of Dollars for Scholars, advancing access to education.
Outside of work, Amy enjoys spending time with her husband and two sons, reading, listening to music, and hiking.
Jenny Glowacki
Chief Product Officer, Vitera
Jenny Glowacki is Senior Vice President, New Market Products at Athene where she provides strategic direction and thought leadership toward expanding markets that benefit from the differentiated value of annuities. Jenny is passionate about democratizing access to products and investments that engage people with their savings to ensure they can confidently build toward and live a fulfilling retirement.
Jenny’s initial focus will be joining Athene and Apollo efforts to bring guaranteed income solutions to the defined contribution market through the income platform, Vitera, where she will serve at the Chief Product Officer.
Prior to Athene, Jenny was the Head of In-Plan Advice and Income at Corebridge Financial. She also held roles in retirement income product design and development at Empower and Great-West Financial. Jenny earned her designation as a Fellow in the Society of Actuaries (FSA) in 2008.
Teresa Ghilarducci
Bernard and Irene Schwartz Chair of Economic Policy Analysis at The New School for Social Research and Director of the Schwartz Center for Economic Policy Analysis
Teresa Ghilarducci is a labor economist and nationally recognized expert on retirement security and labor markets. She is the Bernard and Irene Schwartz Chair of Economic Policy Analysis at The New School for Social Research and Director of the Schwartz Center for Economic Policy Analysis.
She is the author of Work, Retire, Repeat: The Uncertainty of Retirement in the New Economy and several other books on work, pensions, and economic security. Ghilarducci is the architect of Guaranteed Retirement Accounts, a proposal to overhaul the U.S. retirement system so all workers can save safely and securely. During the 2008 financial crisis, The New York Times Magazine named the plan one of the best ideas of the year.
Ghilarducci has served as a federally appointed trustee of major retiree health care trusts, including for the United Auto Workers and Goodyear, and has been a presidential and gubernatorial appointee to public pension boards. She received her PhD in Economics from the University of California, Berkeley, and previously taught for twenty-five years at the University of Notre Dame.
John Hale
Co-owner of The Hale Group
John and Terri Hale own The Hale Group, an Iowa-based advocacy and consulting firm focused on enhancing the lives of older Iowans and Iowans with disabilities. They are recognized as thought leaders on long-term care programs and policies, and as persistent voices calling for more choice, and better and more affordable care for those needing services, and greater support for paid and family caregivers.
Prior to forming The Hale Group, John was an Area Manager for the Social Security Administration, a locally elected public official, and a community foundation executive. Terri was a television news reporter, anchor and news director, an on-air fund raiser for Iowa PBS, and a media relations consultant at Principal Financial Group.
David Harris
Managing Director at TOR Financial Consulting Limited
David is a recognized international expert on global pension reforms and design along with wrap platforms. He has more than twenty-five years’ experience of pension reform issues in Australia, Singapore, The Americas, Israel, New Zealand, Asia, South Africa, Ireland, Sweden, United Kingdom and Central Europe. He has advised companies on media, political and public policy coverage in Singapore, Australia and New Zealand.
A former financial services and competition regulator, David has served on Australian and Irish Government inquiries into public and private sector pensions. In 2013, he served as an adviser to the OECD in their review of the Irish Pension System.
Prior to founding TOR, he was a senior consultant with Watson Wyatt & Company in the United Kingdom and Research Consultant with Watson Wyatt LLP in Washington, DC. He has testified four times before the U.S. Congress (House Ways & Means and Commerce Committees and Senate Ageing) 1998-2004, on international social security and pension reform aspects.
David was awarded the AMP Churchill Fellowship to study what influences public confidence in the life insurance and retirement industries across seven international jurisdictions, and he has written extensively in European trade journals on the issues of pensions and funds management.
He has a Bachelor of Business in Accounting and post-graduate qualification in bank management.
Jill Kozeny
Executive Vice President and Chief Advocacy Officer at the American Council of Life Insurers
Jill Kozeny serves as Executive Vice President and Chief Advocacy Officer at the American Council of Life Insurers (ACLI). Kozeny is a member of the Executive Management Team and reports to the President and CEO. Kozeny leads ACLI State and Federal Government Relations, Public Affairs, Grassroots, and Research to build opportunities and expand access to family financial certainty through all stages of life.
Kozeny joined the ACLI after three decades of success on Capitol Hill where she was Chief of Staff to U.S. Senator Chuck Grassley during two Supreme Court confirmations and major challenges to renewable energy policy. She led policy communications for the Senate Committee on Finance including tax, retirement, health care, international trade, and government reform policies and oversight from 2000 through 2010. During this time, the Finance Committee led passage of major tax relief and reform, created the Medicare prescription drug benefit, and approved numerous international trade agreements, among other bipartisan initiatives.
Kozeny serves on the NAIFA Industry Leadership Board, the Public Affairs Council Board, and the Congressional Management Foundation Awards Selection Committee. She is a volunteer with the Iowa State Society in Washington, D.C. and resides on Capitol Hill.
Kozeny has a B.A. in Journalism from the University of Nebraska-Lincoln.
Fran Mancl
Certified Nursing Assistant/Direct Support Professional - Iowa CareGivers Consultant
Fran Mancl is a retired Certified Nursing Assistant and Direct Support Professional who served Iowans in long-term care and those with developmental disabilities from 1988 until 2021. He has a BA degree in English Literature and Master of Divinity degree and was a former high school teacher for five years, followed by eight years as an adult education administrator in a variety of employment settings. Fran is a graduate of the Iowa CareGivers Leadership Program and former Ambassador for the Direct Care Workforce State Initiative Program.
He served on the Iowa Direct Care Professional Education Review Committee for three years, providing review and input on development of the state’s Prepare to Care curriculum and credentials for the direct care workforce. Fran is a consultant with Iowa CareGivers on the issues and concerns that impact the direct care workforce. He has shared his story and outreach before legislators, at public forums, and with the media. Fran currently participates in several statewide initiatives and organizations supporting the needs impacting direct care workers.
John Scott
Retirement Savings Project director at the Pew Charitable Trusts
John Scott directs the retirement savings project at the Pew Charitable Trusts. The project conducts original research and works with policy makers to expand retirement savings in the United States with an emphasis on expanding access to retirement savings, building wealth, and reducing fees on savings. Prior to joining Pew, Scott taught and conducted research on public policy at the University of North Carolina at Chapel Hill. He also has extensive experience in retirement policy and in pension and benefits law. Scott earned a Ph.D. in Sociology from Cornell University, a law degree from the Pennsylvania State University, and a bachelor’s in economics from Swarthmore College.
Eric Shimp
Vice President, International Government Relations at Principal Financial Group
Eric manages international government affairs for Principal Financial Group, advising the company’s global asset management and pension businesses on a range of geopolitical risk and regulatory issues. Eric coordinates the company’s advocacy before foreign governments and international organizations on a variety of asset management and pension industry regulatory matters.
Eric is a seasoned global government affairs professional who began his career as an officer in the United States Foreign Service. His overseas diplomatic postings included assignments in China and Hong Kong. He served in Washington in crisis management in the Operations Center of the State Department, and as a trade negotiator under in in Clinton and Bush 43 Administrations at the Office of the United States Trade Representative in the Executive Office of the President, where he managed U.S. trade policy toward Southeast Asia and Korea.
Following his government service, Eric managed a public policy consultancy practice at major law firms in Washington, DC. He has advised sovereign governments on trade negotiations, and foreign and economic policy issues, counseled corporations and financial institutions on geopolitical risk, acquisitions and investor-state arbitration, cross-border trade, investment and sanctions issues, and represented clients before the U.S. government and Congress, as well as before governments in the European Union, East Asia and the Middle East.
Eric has a B.A. in International Relations from Drake University and an M.A. in International Affairs from the Elliott School of International Affairs at George Washington University. His languages are Mandarin Chinese and French.
Matt Stagner
Senior Lead Advisor at Foster Group
Matt Stagner is a Senior Lead Advisor at Foster Group. He has over two decades of experience in financial planning and wealth management. Matt is passionate about working with underserved populations and helping clients and their loved ones achieve financial independence.
Matt has become a nationally recognized subject matter expert, speaker, and advocate for the disability community. His work has been featured in Investment & Wealth Monitor Magazine, Financial Advisor Magazine, MarketWatch, and other leading publications. He holds several industry designations, including: CFP®, ChFC®, CSA®, AIF®, CPFA®, and ChSNC®. Matt graduated with a degree in Personal Financial Planning from the University of Missouri and an MBA from Webster University.
Jeffrey Brown
Larry Gies Family Chair in Business and Dean Emeritus and Professor of Finance and Academic Director of the Real Estate Finance Program at the University of Illinois Urbana-Champaign
Jeffrey R. Brown is the Larry Gies Family Chair in Business at the University of Illinois Urbana-Champaign. Jeff is an economist who has published extensively on topics related to lifelong financial security, including annuities, long-term care, Social Security, public and private pensions, and individual financial decision-making. He is former Director of the NBER Retirement Research Center and the University of Illinois Center for Business and Public Policy. He earned his Ph.D. in economics from MIT, his MPP from Harvard, and his BA from Miami University in Ohio.
From 2015-2024, Jeff served as Dean of the Gies College of Business at the University of Illinois at Urbana-Champaign, where he also served as a professor of finance since 2002. As Dean, he led Gies College through a series of transformational changes, including a new name and brand, the largest philanthropic campaign in the school’s history, and the launch of the highly innovative online iMBA that has grown to become one of the largest and fastest growing MBA programs in the world. For his innovative leadership through challenging times, Jeff was named by Poets and Quants as the 2021 Business School Dean of the Year.
Since 2009, Jeff has served as a trustee for TIAA and currently chairs the Risk and Compliance Committee. He previously served on the governing board for the Center for Audit Quality, as a Senior Economist with the White House Council of Economic Advisers, as an Economist on the President’s Commission to Strengthen Social Security, as a Presidential appointee to the Social Security Advisory Board, and as a member of the 2015 Social Security Technical Panel. Prior to graduate school, Jeff served as a Brand Manager at the Procter & Gamble Company.
Alicia Callanan
Deputy Treasurer, Iowa State Treasurer's Office
Alicia Callanan serves as Deputy Treasurer for Iowa State Treasurer Roby Smith. Alicia earned her B.A. degree in public relations with an emphasis on political science from Drake University’s School of Journalism and Mass Communication in 2008, her Certified Public Managers certification (CPM) from Drake University’s School of Business in 2021 and her Masters of Business Administration from the University of Iowa in 2024. She has worked for the Treasurer’s Office for over 11 years.
Alicia’s current responsibilities include oversight of Iowa’s 529 plans, Iowa’s Achieving a Better Life Experience (ABLE) plan and Iowa’s unclaimed property program within the State Treasurer’s Office. In the national arena, Alicia is an active participant in the National Association of State Treasurers (NAST).
Tom Chiodo

Since 2015, Tom has been executive producer of National Productions at WETA, the flagship PBS station in our nation’s capital. His award-winning primetime documentaries include Caregiving, executive produced with Bradley Cooper, Ken Burns’ Hiding in Plain Sight: Youth Mental Illness; Emmy-nominated The Gene: An Intimate History; and DuPont Columbia Award & Emmy-nominated Cancer: The Emperor of All Maladies. Tom’s upcoming projects include Defeating Dementia, Climate Kitchen: A Recipe for Sustainable Living, Remote Chance: Health Care in Rural America, and Hiding in Plain Sight: Adult Mental Illness.
Prior to PBS, over four careers and too many decades to count, Tom has held senior positions at the Entertainment Industry Foundation, founded in 1942 by Hollywood luminaries Samuel Goldwyn, Humphrey Bogart, Joan Crawford, James Cagney and the Warner brothers to leverage the power of the entertainment industry to support important social issues); Rubenstein Associates representing clients such as HBO, AMC, PBS, The Apollo Theatre, Dance Theatre of Harlem, Tony Awards, American Theatre Wing, The League of Broadway Producers, Talk Miramax Books, TIME Inc., ABC’s Good Morning America, Al Roker Productions, and Tribeca Film Festival; Manhattan Rep Company (NYC) as director and author of 15 published plays & musicals; U.S. Dept. Tom is co-author of Home Care for Respirator Dependent Children (New England Journal of Medicine); former board chair of New York City’s Professional Performing Arts High School; and a contributing writer for Forbes.com. Tom’s most important production runs seven performances per week at home in the role of father to son Ender.
Tracey Gronniger
Managing Director of Economic Security and Housing at Justice in Aging
Tracey is Managing Director of Economic Security and Housing at Justice in Aging. She works out of the Washington, DC office and leads the organization’s efforts to ensure that low-income older adults can fulfill their basic needs, including food, shelter, and more, as they age. Her team focuses on income-based programs like Social Security and Supplemental Security Income, along with advocating for affordable housing solutions and tools to prevent evictions and homelessness among older adults. Tracey received her undergraduate degree from Harvard University and her J.D. from the University of Michigan School of Law. She is on the board of the National Academy of Social Insurance and serves as a co-chair of the Consortium for Citizens with Disabilities Social Security Task Force.
Terry Hale

Kent Johnson
Program Manager/Sr Financial Counselor of the Polk County Financial Empowerment Center within the Evelyn K. Davis Center
Kent Johnson has worked in the non-profit financial education industry for over 30 years, primarily in the states of Iowa and Minnesota. Johnson became a financial counselor after having some of his own financial struggles early in life, which fueled his passion to help others.
He has written financial education materials for non-profits and has been quoted and featured in many publications including the book, “Dollars and Sense for College Students”, as an expert in finance. Johnson also taught banking and insurance through Des Moines Area Community College.
He is a nationally certified Financial Counselor through the Cities for Financial Empowerment Fund, a certified Housing Counselor through HUD, and a Certified Student Loan Counselor through the FCAA. Johnson also has been trained as a Disability Inclusive Financial Counselor through the National Disability Institute.
Johnson earned his bachelor’s degree through Iowa State University with an emphasis in Business administration.
Siyan Liu
Research Economist at the Center for Retirement Research at Boston College
Siyan Liu is a Research Economist at the Center for Retirement Research at Boston College, where she studies Social Security, the financial well-being of older workers, retirement preparedness, and public pension plans. Since joining CRR in 2021, she has published research on Social Security claiming behavior, disability insurance, retirement savings, and the labor market outcomes of older workers, including work on remote work and disability employment that was cited in the 2025 Economic Report of the President. Her research has been covered by PBS, Bloomberg, CNBC, and Politico. Liu holds a Ph.D. in economics from North Carolina State University, an M.A. from Vanderbilt University, and a B.B.A. from the University of Hong Kong.
Sid Pailla
CEO and co-founder of Sunny Day Fund
Motivated by his personal experience and passion for economic advancement, Sid has become a thought leader in workplace emergency savings and financial benefits. Before Sunny Day Fund, Sid was named Innovator of the Year when he was technology strategist at Accenture, founded two impact-focused startups, and earned his PhD, MBA, MS, and BS from University of Virginia.
Chantel Sheaks
Vice President, Retirement Policy, U.S. Chamber of Commerce
Chantel Sheaks is Vice President of Retirement Policy at the U.S. Chamber of Commerce. She develops, promotes, and publicizes the Chamber’s policy on retirement plans, nonqualified deferred compensation, and Social Security. In addition, Chantel regularly meets with members of Congress, the administration, and regulatory agencies to advocate the Chamber’s retirement policy. She also represents the Chamber on several national coalitions.
Chantel has 29 years of experience in employee benefits law, including both policy and practice. Chantel has held a variety of positions, including partner at a major international law firm, government relation consultant for a global benefits consulting firm, and fund director/general counsel for a national multiemployer health fund. She also was an adjunct professor at Georgetown University Law Center for 17 years. Chantel has a BA in Spanish and Russian from Randolph-Macon Woman’s College and a JD from Northeastern University School of Law.
Michael Sowa

Michael is a Director of Business Development at Candidly responsible for forging relationships between employers and benefit intermediaries in order to bring Candidly’s industry leading solutions to American workers. He has over a decade of experience in the benefits industry focusing on retirement and financial wellness.
Rayna Stoycheva
Director of Retirement Security Policy at The Harkin Institute
Rayna Stoycheva is an experienced policy researcher and faculty in public administration and policy. She joined The Harkin Institute in 2021, motivated by the opportunity to contribute to public policy making through high-quality policy analysis and citizen engagement in the policy process. As the Director of Retirement Security Policy, she is responsible for research on issues that impact the retirement security of individuals at different stages in their life, including public and private retirement programs, retirement savings access and adequacy, long-term care, and financial literacy.
Prior to joining The Harkin Institute, Rayna was a faculty member at the University of Miami, where she taught courses in policy analysis, public finance, health economics, microeconomics, and statistics. Her publications include articles and book chapters on pensions, state and local public finance, and the financial management of international organizations. Rayna has a joint PhD in Public Policy, with a concentration in Public Finance, from Georgia State University and Georgia Institute of Technology, and a Masters in Public Administration from Ohio University. She received her Bachelor’s degrees in Political Science and Economics from the American University in Bulgaria. Rayna is a member of the National Academy of Social Insurance.
Elisa Walker
Government Affairs Director for Social Security at AARP
Elisa Walker is the Government Affairs Director for Social Security at AARP, where she advocates for protecting and strengthening Social Security on behalf of Americans 50 and older. She is a Social Security policy expert with 15 years of experience analyzing and shaping the program’s financing and policy options. She has previously served in several roles at the Social Security Administration (SSA), most recently in legislative affairs; at the House Ways and Means Committee’s Social Security Subcommittee; and at the National Academy of Social Insurance. Elisa is the author of numerous Academy and SSA publications, including Americans Make Hard Choices on Social Security: A Survey with Trade-Off Analysis (2014). She holds a Master of Public Policy from the George Washington University and a BA from the University of Mary Washington, and has been a member of the National Academy of Social Insurance since 2015.
