Julie Christensen, a senior fellow at The Harkin Institute, testified before the U.S. Commission on Civil Rights on November 15, 2019, about the use of 14(c) certificates and subminimum wage for people with disabilities. Christensen, Director of Policy and Advocacy for the Association of People Supporting Employment First (APSE), also provided recommendations for transitioning to competitive, integrated employment.

Christensen spoke at the Commission’s Briefing on Payment of Subminimum Wages to People with Disabilities. The Commission is examining how the 14(c) waiver program is being used by employers and what impact it is having on people with disabilities.
